QAI has made a submission on the proposed Transport and Other Legislation (Managing E-mobility Use and Protecting Our Communities) Amendment Bill 2026, acknowledging the need to improve safety around e-scooters and e-bikes.

While QAI supports measures to protect pedestrians and reduce unsafe use, we have serious concerns that some of the key aspects of the bill (e.g. mandatory licensing and age restrictions) will create significant and unfair barriers for people with disability. For many people with disability, e-mobility is not a convenience; it is essential for independent community access and participating in life in a way that their disability would otherwise prevent.

The proposed changes would risk limiting this access and participation while increasing transport costs. We’re calling for investment in accessible infrastructure, clearer device definitions, removal of licensing requirements, and stronger education and public awareness campaigns to promote safe use.
